This relay is located on a pigtail coming off the ECU (EFI) box located at the front of the vehicle.  Be sure the relay is mounted with the male ends of the relay prongs pointed towards the bottom of the Argo.

If the vehicle will not crank over but has lights and power, check your fuses, bypass the neutral safety switch, and if nothing else check this relay.  If you hear clicking at this relay and the fuel pump doesn't cycle on and off or make a buzzing noise and your battery has more than 7 amps charge this relay is bad from shorting out or getting wet.  This relay also controls power to the fuel pump and allows it to cycle.  If you have no power at the fuel pump and you have tested the pump with 12 volts directly and your fuse in the fuse block is good, most likely this relay is bad.
